Франция установит солнечные электростанции на всех крупных автопарковках

Сенат Франции одобрил законопроект о возобновляемых источниках энергии. Для вступления в силу закон должен быть одобрен Национальным собранием, нижней палатой французского парламента.

По информации портала «RenEn», законопроект требует установки затеняющих конструкций из фотоэлектрических солнечных панелей на всех автостоянках с числом парковочных мест не менее 80. Конструкции должны покрывать не менее половины автостоянки.

Текст предусматривает поэтапную установку солнечной генерации на парковках с июля 2023 года. С этой даты у стоянок на 80-400 машиномест будет пять лет для строительства необходимых конструкций, а если мест больше 400 – три года.

Мера предусматривает ряд исключений, в частности, когда речь идет о стоянках, предназначенных для большегрузных автомобилей, или если они расположены вблизи достопримечательностей, или если не менее половины площади затеняется деревьями.

Законопроект устанавливает санкции в случае невыполнения принятых условий – ежемесячный штраф в размере 50 евро за машиноместо. Таким образом, автостоянка на 80 мест, не соответствующая новому законодательству, будет штрафоваться на 48000 евро в год.

По информации Сената, закон позволит построить дополнительно до 11 ГВт мощностей солнечной энергетики. Этим в очередной раз подтверждается высокий потенциал строительства солнечных электростанций на уже занятых другими видами деятельности территориях.

Среди других мер одобренного законопроекта обязательная установка солнечных панелей на крышах как минимум в 50% новых нежилых зданий, беспроцентные ссуды лицам, выполняющим работы по установке солнечных панелей, освобождение от налога доходов, полученных физическими лицами от самостоятельного потребления энергии, вырабатываемой их солнечными электростанциями.

Франция планирует увеличить мощности солнечной энергетики до 100 ГВт к 2050 году, что не является таким уж амбициозным показателем. Например, соседняя ФРГ намеревается довести мощности фотоэлектрической генерации до 215 ГВт уже к 2030 г.
