Энергетика Казахстана позеленеет за $229 млрд

В Казахстане хотят нарастить долю зеленой энергетики до 15% посредством сокращения выбросов углерода, передает LS.

По оценке министерства нацэкономики, для достижения углеродной нейтральности до 2030 года необходимы инвестиции в размере $229 млрд и еще $648 млрд инвестиций понадобятся на 2031-2060 годы. Такие данные озвучила председатель Агентства по регулированию и развитию финрынка Мадина Абылкасымова на конференции “ESG – новая парадигма развития финансового рынка”.

“Такой объем инвестиций требует существенного вовлечения частных инвесторов, в связи с этим финансовый сектор играет ключевую роль в перераспределении ESG-финансирования для трансформации экономики Казахстана на основе ESG-стандартов. На сегодняшний день в Казахстане доля зеленой энергии и выработки составляет порядка 3%. Планируется ее нарастить до 15% к 2030 году, сократив выбросы углерода на 15%. Наряду с этим для смягчения последствий изменений климата в Казахстане создана система торговли квотами на выброс парниковых газов. Она охватывает 43% от общего объема выбросов в стране. Также проводятся аукционы на строительство крупных объектов возобновляемой источников энергии”, – уточнила она.

Спикер подчеркнула, что по итогам прошлого года объем инвестиций в этот сектор увеличился втрое и составил $330 млрд, а рынок ESG-облигаций вырос на 25%, до $3,5 трлн. По ее словам, в 2022 году поток инвестиций в данные фонды продолжает расти.   

Помимо этого, во время своего выступления Абылкасымова рассказала о том, как проходит внедрение стандартов ESG в финорганизациях. Так, в 2022 году было подписано соглашение о сотрудничестве с одной международной корпорацией и ЕБРР в области раскрытия нефинансовой информации, а также по оценке и управлению ESG-рисками. Для этого в настоящее время АРРФР подготовлено руководство по раскрытию информации по критериям ESG. Таким образом, будет обеспечен доступ заинтересованных сторон к информации о воздействии финорганизации на окружающую среду, социальную сферу и экономику, а также к оценке ESG-факторов на финансовые показатели самой финорганизации.

“Агентством предлагается раскрывать информацию в рамках трех блоков. Первый блок – это предоставление информации по элементам окружающей среды, климатам, работникам, продуктам, потребителям, финансовой инклюзии. Второй блок состоит из структуры и процессов, которые используют для управления ESG факторами, третий блок – о корпоративном управлении”, – пояснила Абылкасымова. 

Ранее ведомством был опрошен 21 казахстанский банк, из которых три уже применяют ESG-параметры при решении о выдаче займов. В их числе оказались Citibank, торгово-промышленный банк Китая (ICBC) и Отбасы банк.   

“Согласно оценкам самих банков, объем ESG-кредитов в их портфеле на дату опроса в августе 2022 года составлял порядка 2,6 трлн тенге”, – добавила она.
